What is it actually measuring?

Four things that decide whether automating a process pays for itself: how often it runs, how many people it costs, whether the work is moving information around rather than exercising judgement, and whether the finished result has a definite place to go. A process that scores badly on those is one we would tell you not to build.

Will it just tell me to automate everything?

No, and that would make it worthless. Work that depends on conversations and judgement is capped at the bottom verdict no matter how the other answers land, because automating it costs more than it returns. Roughly the same answer we would give you on a call.
